Account Type Code 65: Government Unsecured Guaranteed Loan
Account Type Code 65 means "Government Unsecured Guaranteed Loan". A loan made by a private lender, guaranteed by a government entity, with no collateral pledged. The government stands behind the loan but did not originate it. It is reported in Account Type (Field 15) of the Base Segment, 2 characters at position 84.

What Account Type Code 65 means
- Two independent axes define the government loan block: GUARANTEED versus DIRECT (who lent the money), and SECURED versus UNSECURED (whether collateral was pledged). Code 65 is guaranteed and unsecured.
- Guaranteed means a private lender advanced the funds and a government program agreed to indemnify the lender against default. The consumer's counterparty at origination is the lender.
- Does NOT mean a direct loan. If the government agency itself advanced the funds, the code is 67 (unsecured) or 68 (secured).
- Does NOT mean a grant, an overpayment, or a fine. Those are codes 69, 70, 75, and 71 respectively, and none of them is a loan at all.
- If the guarantor pays the lender's claim and takes assignment of the loan, the servicing party changes and the new furnisher may report under its own subscriber code, but the loan's nature does not become a direct loan retroactively.
When to report 65
- 1A bank reports an unsecured loan made under a federal guarantee program with a fixed term and a fixed monthly payment.
- 2A lender reports a guaranteed unsecured loan that entered an authorized deferment and resumed scheduled payments afterward.
- 3A servicer reports a guaranteed unsecured loan being repaid on a fixed amortization after origination by a participating bank.
- 4A lender reports a guaranteed unsecured loan that defaulted and on which the guarantee claim was paid.
- 5A guaranty agency, having taken assignment of a defaulted guaranteed loan, furnishes it under its own subscriber code.
Reporting rules
- Report the amount advanced as the Original Loan Amount, the remaining principal as the Current Balance, and the contractual term in Terms Duration.
- Do not report a Credit Limit. This is an installment obligation with no revolving line.
- Report an authorized deferment or forbearance through the Account Status and payment fields; do not stop furnishing the tradeline while the loan is in a non-payment period.
- Do not recode to 67 when a guaranty claim is paid. Whether the loan was originally guaranteed or direct is a fact about origination.

Codes and fields that must agree
A file can be structurally valid and still be wrong. These are the cross-field conditions Account Type Code 65 has to satisfy.
- Portfolio Type must be I (Installment).
- Portfolio Type I requires Terms Duration in months and a populated Scheduled Monthly Payment while the loan is in repayment. Missing either on an installment account is a standard validation failure.
- Terms Frequency is normally M (Monthly). A quarterly or annual repayment schedule uses Q or Y, but it must match the note.
- Credit Limit must be blank or zero on Portfolio Type I. A populated limit conflicts with the installment structure.
- Highest Credit or Original Loan Amount must be populated and greater than zero. A zero original amount on a funded installment loan is a hard edit failure.
- During an authorized deferment, the Scheduled Monthly Payment may legitimately be zero, but the Account Status must reflect the deferment rather than implying delinquency.
- If a co-signer is liable, the co-signer ships in a J1 or J2 segment with a co-maker ECOA code; reporting a co-signer with no association segment produces an ECOA contradiction.
