What Account Type Code 66 means
- Guaranteed and secured. A private lender funded the loan, a government program guarantees it against default, and the borrower pledged collateral.
- The distinction from code 65 is collateral, and only collateral. Everything else about the two codes is identical.
- The distinction from code 68 is who lent the money: 66 is a private lender under a guarantee, 68 is the government agency lending directly.
- Does NOT mean the government holds the collateral. The lien is normally the lender's, and the guarantee is a separate promise from the government to the lender.
- Real-estate-secured government mortgage programs have their own dedicated codes (FHA and VA mortgage account types). Code 66 is for guaranteed secured lending that is not one of those mortgage products.
When to report 66
- 1A bank reports an equipment-secured loan made under a federal guarantee program with a fixed amortization.
- 2A lender reports a guaranteed loan secured by titled personal property, being repaid on a monthly schedule.
- 3A lender reports a guaranteed secured loan on which the collateral was liquidated after default, leaving a deficiency balance.
- 4A lender reports a guaranteed secured loan that was paid in full at maturity and closed at a zero balance.
- 5A servicer furnishes a portfolio of guaranteed secured loans it services for the originating bank.
Reporting rules
- Report the funded principal as the Original Loan Amount and the remaining principal as the Current Balance.
- Do not report the collateral value in any field. Metro 2 has no collateral-value field, and Original Loan Amount is not a proxy for it.
- Report a post-liquidation deficiency on the same tradeline, adjusting the balance, rather than opening a new account.
- Do not recode to 65 because the collateral was released. The secured or unsecured character is fixed at origination.
- Where the collateral is repossessed, report the repossession through the Account Status and, where applicable, the special comment fields, not by changing the Account Type.
Codes and fields that must agree
A file can be structurally valid and still be wrong. These are the cross-field conditions Account Type Code 66 has to satisfy.
- Portfolio Type must be I (Installment).
- Portfolio Type I requires Terms Duration and Scheduled Monthly Payment while the loan is in repayment, and forbids a meaningful Credit Limit.
- Terms Frequency should match the note, normally M (Monthly); an installment loan with a blank Terms Frequency fails a standard edit.
- Original Loan Amount must be greater than zero and must not change over the life of the loan. Only Current Balance moves.
- After collateral liquidation, Current Balance must reflect the deficiency and the Payment History Profile must remain consistent with the delinquency that led there.
- Date of First Delinquency is set at the first missed payment that was never cured and does not reset when the collateral is sold.
- Credit Limit must be blank or zero, since Portfolio Type I carries no revolving line behind it.
- If the guaranty agency takes assignment after a paid claim, the assignee furnishes under its own subscriber code and your tradeline should close rather than continue to carry the same open balance, or the debt is double-counted.
