    Account Type Code 92: Utility Open Account

    Account Type Code 92 means "Utility Open Account". A metered or recurring utility service account, such as electricity, gas, water, or waste, billed in arrears with the full balance due each cycle. It is reported in Account Type (Field 15) of the Base Segment, 2 characters at position 84.

    What Account Type Code 92 means

    • A service account. The utility delivers a commodity or service and bills for it after the fact; no principal is advanced.
    • Reported as Portfolio Type O because the whole billed amount is due each cycle rather than being amortized.
    • Does NOT mean a deposit held by the utility. A security deposit is the consumer's money, not a credit obligation.
    • Does NOT mean a budget-billing plan. Levelised billing changes the amount billed each month; it does not turn the account into an installment loan.
    • Does NOT mean a collection of a utility balance. When placed with an agency, that agency reports Account Type 48 under its own subscriber code.

    When to report 92

    • 1An electric utility reports residential service accounts monthly, showing the balance owed for the cycle.
    • 2A municipal water authority reports a service account that went past due before being brought current.
    • 3A gas utility reports an account closed when the consumer moved out, leaving a final balance owed.
    • 4A utility reports an account on a deferred payment arrangement for arrears while current service continues to be billed.
    • 5A waste-services provider reports an account disconnected for non-payment with an unpaid final bill.

    Reporting rules

    • Report the amount currently owed as the Current Balance and the highest amount ever owed as the Highest Credit. There is no Credit Limit on a utility account.
    • Do not report a security deposit as a credit line or as a balance.
    • Report a deferred payment arrangement for arrears through the Account Status and payment fields; do not recode the account to an installment Account Type.
    • Set Date of First Delinquency to the first cycle the account went past due and never caught up, and hold it fixed.
    • Report the final bill on the existing tradeline when service ends rather than opening a new account for it.

    Codes and fields that must agree

    A file can be structurally valid and still be wrong. These are the cross-field conditions Account Type Code 92 has to satisfy.

    • Portfolio Type must be O (Open). Each cycle's bill is due in full, which is exactly the Open portfolio behaviour.
    • Portfolio Type O expects a Terms Duration of one period and a Terms Frequency consistent with the billing cycle, normally M (Monthly). Reporting a multi-month Terms Duration contradicts the portfolio type.
    • Credit Limit must be blank or zero. Populating a limit on an Open account triggers utilization and over-limit edits that have no meaning here.
    • Scheduled Monthly Payment is either blank or the amount currently due, not an amortized figure.
    • Amount Past Due must agree with the Payment History Profile: an account showing consecutive delinquent months with a zero Amount Past Due is a contradiction.
    • Where a spouse or roommate is jointly responsible for the service agreement, that person ships in a J1 or J2 segment with an ECOA code reflecting the actual liability.
    • Highest Credit should carry the highest amount ever owed and must not be reported as zero on an account that has carried a balance.
    • Date Closed is populated when service ends and the account is finalised, not while a final bill is still being collected on an open account.
