    What Creditor Classification 12 means

    • Covers instalment and personal finance lenders, point-of-sale and buy-now-pay-later financiers, mortgage finance companies that are not chartered banks, and marketplace or fintech lenders funding consumer credit.
    • The test that separates 12 from 08 (Banking) is deposit-taking. A chartered, deposit-taking institution is 08; a lender funded by capital markets or a parent balance sheet is 12.
    • Separates from 13 (Credit Union) by ownership structure. A member-owned cooperative is 13 regardless of its size.
    • Does NOT mean financial services in a loose sense. An insurer is 06 and a bank is 08 even though both are financial businesses.
    • Does not describe risk tier. Prime and subprime finance companies both classify 12; nothing about the classification signals credit quality.

    When to report 12

    • 1A debt buyer purchases a portfolio of charged-off personal instalment loans from a consumer finance company.
    • 2A collection agency reports a placed balance from a point-of-sale financier that funded a home-improvement purchase.
    • 3A servicer furnishing loans originated by a fintech lender appends a K1 naming the originating lender rather than the bank partner where the lender was the creditor of record.
    • 4A collection attorney reports an unpaid balance from a mortgage finance company's second-lien product.

    Reporting rules

    • Check the actual creditor of record on fintech and marketplace loans. Many are originated by a partner bank and sold immediately, in which case 08 with the bank named on the K1 is accurate and 12 is not.
    • Do not use 12 as the default when you are unsure of the original creditor's industry. Unsure is a reason to research, not a reason to pick the broadest-sounding code.
    • Preserve the original loan's Date Opened, Date of First Delinquency, and original charge-off amount through purchase.
    • Name the lender in the form the borrower would recognise from their loan documents.

Codes and fields that must agree

A file can be structurally valid and still be wrong. These are the cross-field conditions Creditor Classification 12 has to satisfy.

    • Report only on a record carrying a K1 segment, meaning the finance company is not the entity furnishing the tradeline.
    • Pairs with Base Segment Account Type 0C (Debt Buyer Account) for purchased loan paper and 48 (Collection Agency/Attorney Account) for placed balances.
    • Portfolio Type I (Instalment) is the norm, with Terms Duration and Terms Frequency populated, though a revolving finance-company line is legitimately R or C.
    • Where the loan was charged off before sale, the original charge-off amount is the creditor's charge-off, not the price the portfolio traded at. Restating it as the purchase price misstates the account.
    • A K2 (Purchased From / Sold To) segment should accompany a purchased account. On a multiply resold loan, K1 stays with the originating lender while K2 records the immediate seller.
