Special Comment Code BT: Paid by Government
Special Comment Code BT means "Paid by Government". A government program or agency paid the balance rather than the borrower, for example under a guarantee, subsidy, or relief program. It is reported in Special Comment (Field 31) of the Base Segment, 2 characters at position 213.

What Special Comment Code BT means
- BT names the payer as a government entity or program. The obligation was satisfied with public funds, not the borrower's.
- BT is most common in guaranteed lending, where an agency honors a guarantee after default.
- BT does NOT mean the borrower is free of all obligation. A guarantor that pays a lender may retain its own claim against the borrower, which is a separate matter from this tradeline.
- BT does NOT erase the delinquency history that triggered the payment.
- BT describes a completed payoff event and is terminal on the tradeline.
When to report BT
- 1A guaranty agency pays a defaulted guaranteed student loan and the lender's tradeline is satisfied.
- 2A federal agency honors a loan guarantee on a defaulted small-business loan.
- 3A relief program pays a borrower's remaining balance under a documented assistance initiative.
- 4A housing agency satisfies the outstanding balance on a subsidized loan following a claim.
Reporting rules
- Report BT only when a government payer actually satisfied the balance on your books.
- Populate Date Closed and report a zero Current Balance in the same record.
- Do not use BT for a routine subsidy payment on a performing account; this comment describes the payoff of the balance.
- If the obligation was transferred to the agency rather than paid, report the transfer accurately instead of implying a payoff.
- Keep the pre-payoff delinquency history intact.
Codes and fields that must agree
A file can be structurally valid and still be wrong. These are the cross-field conditions Special Comment Code BT has to satisfy.
- Current Balance and Amount Past Due must be zero, with Date Closed populated.
- Account Status should reflect the real outcome for the cycle, including any government-claim status the portfolio uses, rather than a plain paid-as-agreed status.
- If the balance moved to the agency instead of being paid, a K2 Purchased From/Sold To Segment and a transfer comment describe it more accurately than BT.
- Date of First Delinquency stays anchored to the original delinquency that led to the claim.
- Portfolio Type is typically I (Installment) or M (Mortgage) for guaranteed lending programs.
