Special Comment Code CP: Account in Partial Payment
Special Comment Code CP means "Account in Partial Payment". The borrower is making partial payments that are less than the full contractual amount. Reported while that pattern is the accepted arrangement. It is reported in Special Comment (Field 31) of the Base Segment, 2 characters at position 213.

What Special Comment Code CP means
- CP explains a payment stream that arrives regularly but falls short of the scheduled amount.
- CP does NOT mean the shortfall is forgiven. The unpaid portion continues to accumulate unless an agreement says otherwise.
- CP does NOT make the account current. If the partial payments leave the account behind, the delinquency status reports honestly.
- CP differs from AB and AU: those assert that a defined arrangement exists, while CP describes the payment behavior. If there is a formal plan, name the plan.
- CP is a live condition and comes off when the borrower returns to full payments or the account resolves.
When to report CP
- 1A lender accepts reduced payments from a borrower in temporary hardship without formalizing a plan.
- 2A collection agency receives regular small payments toward a much larger balance.
- 3A servicer takes partial payments while a loss-mitigation application is pending.
- 4A card issuer receives consistent payments below the minimum due from a customer working through a shortfall.
Reporting rules
- Report CP for the cycles partial payments are the actual pattern.
- Keep Account Status and Payment Rating honest. Partial payment is not payment as agreed.
- Remove the comment when the borrower resumes full contractual payments.
- If the arrangement is formalized, move to AB or AU so the report says a plan exists.
- Do not use CP to soften a charge-off decision that has already been made.
Codes and fields that must agree
A file can be structurally valid and still be wrong. These are the cross-field conditions Special Comment Code CP has to satisfy.
- Actual Payment Amount will be less than Scheduled Monthly Payment while CP applies; that difference is the signal, not a defect.
- Amount Past Due should reflect the accumulating shortfall unless an agreement suspends it.
- Payment Rating and the Payment History Profile must show the delinquency the shortfall creates, if any.
- Date of First Delinquency must be populated once the shortfall drives the account into delinquency, and it does not move afterward.
- If the arrangement later becomes a formal plan that changes what is required, Scheduled Monthly Payment should be updated in the same record the comment changes.
