What Special Comment Code CI means
- CI is the consumer-initiated counterpart of CH. The only thing that separates them is who made the decision.
- CI is specific to a credit line. Where the consumer closed a whole account rather than a line, AP is the broader comment.
- CI does NOT mean the balance is zero. A consumer can close a line and continue paying the balance down.
- CI does NOT imply anything about the consumer's standing. Consumers close lines for their own reasons, and the comment carries no performance meaning.
- Reporting CI when the grantor actually closed the line understates a lender action and misstates the record.
When to report CI
- 1A cardholder calls to close a card they no longer use and asks that the line be closed.
- 2A consumer closes a home-equity line after selling the property and paying it off.
- 3A borrower consolidating debt asks for an unused personal line of credit to be closed.
- 4A consumer closes one line of a multi-line relationship while keeping the rest of the accounts open.
Reporting rules
- Report CI only where the request came from the consumer.
- Populate Date Closed in the same record.
- Do not report CI for a line the grantor closed for inactivity or risk; that is CH.
- Do not use CI on an installment obligation.
- If the consumer closed the entire account rather than a line within it, AP describes the event more accurately.
Codes and fields that must agree
A file can be structurally valid and still be wrong. These are the cross-field conditions Special Comment Code CI has to satisfy.
- Applies to Portfolio Type R (Revolving) and C (Line of Credit).
- Requires Date Closed to be populated.
- Where the balance was paid at closure, Account Status 13 (paid and closed with a zero balance) is the natural partner and Current Balance must be zero.
- Credit Limit should not continue to imply available credit after the line is closed.
- Amount Past Due should normally be zero on a consumer-requested line closure of an account in good standing.
