How compliance condition codes work
The Compliance Condition Code (CCC) is the field a furnisher uses to tell the bureaus that something legal is attached to an account this cycle: the consumer asked for it to be closed, a dispute is open, or an investigation has finished and the consumer still disagrees. It is a condition flag, not a status. The account's Account Status, balance, and payment history keep reporting normally underneath it.
Report exactly one CCC per record per month, and only while the condition actually exists. A CCC is sticky at the bureaus: once you send XA through XJ, it stays attached to the tradeline until you overwrite it with a different code or clear it by sending XR. Leaving the field blank does not clear anything -- blank means "no change, keep whatever I sent last time". That single behaviour is the source of most CCC errors: a dispute closes, the furnisher stops populating the field, and the tradeline carries a dispute flag for months or years afterward.
The codes fall into three groups. XA is the consumer-closure flag. XB, XC, XF, XG and XH describe where an account sits in a dispute investigation -- separately for FCRA/FDCPA disputes and for Fair Credit Billing Act billing-error disputes. XD, XE and XJ are combinations, used when an account is both closed at the consumer's request and in one of the dispute states. XR is the eraser.
These codes describe a furnisher's reporting duty under the FCRA. They are reference material about the format, not a dispute-handling product.
Consumer-Requested Closure
The consumer asked for the account to be closed.
FCRA / FDCPA Dispute States
Where the account sits in a direct dispute investigation under the FCRA or FDCPA.
Account Information Disputed by Consumer (FCRA / FDCPA)
The consumer disputed the account directly with you under the FCRA or FDCPA and your investigation is not finished. The tradeline carries a dispute flag while this code is in place.
FCRA Investigation Complete - Consumer Disagrees
You finished investigating a direct FCRA or FDCPA dispute and concluded the data was accurate, but the consumer still maintains it is wrong.
Account Previously in Dispute - Investigation Complete
The dispute is over. Your investigation closed the matter, and the tradeline should no longer be treated as disputed.
FCBA Billing-Error Dispute States
Where the account sits in a Fair Credit Billing Act billing-error dispute.
Account in Dispute Under the Fair Credit Billing Act
A billing-error dispute under the FCBA is open on a revolving credit account and you are still working it.
FCBA Dispute Complete - Consumer Disagrees
The Fair Credit Billing Act billing-error investigation is finished, you concluded the charge was valid, and the consumer continues to object.
Combination Conditions
Consumer-requested closure reported together with a dispute state.
Closed at Consumer's Request and Disputed Under FCRA
A single code carrying both conditions: the consumer asked for the account to be closed, and a direct FCRA or FDCPA dispute is open.
Closed at Consumer's Request and FCRA Investigation Complete - Consumer Disagrees
The consumer asked for the account to be closed, your dispute investigation has finished, and the consumer still disagrees with the result.
Closed at Consumer's Request and Disputed Under the FCBA
Both conditions at once: the consumer asked for the account to be closed, and a Fair Credit Billing Act billing-error dispute is open.
Removal
Clears the most recently reported compliance condition.
