    Payment Rating 1: 30-59 Days Past Due

    Payment Rating 1 means "30-59 Days Past Due". One scheduled payment cycle has been missed. The account is 30 to 59 days behind as of the reporting period, the first rung of the delinquency ladder. It is reported in Payment Rating (Field 17B) of the Base Segment, 1 character at position 111.

    What Payment Rating 1 means

    • Rating 1 covers a 30-day window, not a single day. Anything from 30 to 59 days past due sits here, and the account only moves to rating 2 once it crosses 60.
    • The count runs from the contractual due date of the oldest unpaid scheduled payment, not from the date the consumer stopped communicating or the date your collections team opened a file.
    • It is the rating at which a Date of First Delinquency becomes mandatory. The moment you assert any delinquency, the FCRA clock has a start date and that date has to be in the record.
    • It does not mean one payment is missing in dollar terms. A partial payment that leaves the account short of a full scheduled payment can still put it 30 days past due.
    • It does not mean the account is in collection. Internal collection effort has no bearing on the rating; the rating is arithmetic on the payment schedule.

    When to report 1

    • 1A credit union reports a 60-month auto loan where the borrower missed the March payment and made the April payment, leaving one cycle outstanding.
    • 2A card issuer reports a revolving account where the minimum payment was missed once and the account is 35 days past due at cycle close.
    • 3A property manager furnishes a residential lease where one month's rent is unpaid and the tenant is 40 days behind.
    • 4A servicer reports a mortgage in the first month of delinquency after a failed automatic payment.

    Reporting rules

    • Report the delinquency as of the reporting period, not the worst delinquency the account ever reached. The rating is a point-in-time measure.
    • Populate the Date of First Delinquency in the same record. A delinquent rating with no DOFD is a specific, commonly triggered validation failure.
    • Do not restart the delinquency count because the consumer made a partial payment. The DOFD only resets when the account is brought fully current.
    • Do not skip a rung. An account cannot go from rating 1 to rating 3 in consecutive monthly files without either two missed cycles or a data problem worth investigating.

    Codes and fields that must agree

    A file can be structurally valid and still be wrong. These are the cross-field conditions Payment Rating 1 has to satisfy.

    • Corresponds to Account Status 71 in the delinquency ladder that runs 71, 78, 80, 82, 83, 84 against ratings 1 through 6.
    • Requires a Date of First Delinquency. Any non-zero rating asserts delinquency, and the DOFD is what makes the FCRA seven-year clock computable.
    • Amount Past Due must be non-zero and consistent with roughly one missed scheduled payment. A rating of 1 with a zero past-due amount is a contradiction.
    • Position 1 of the Payment History Profile must agree with the current rating.
    • Do not report a delinquent rating on the transfer and sale statuses 61 through 65, which require Current Balance and Amount Past Due of zero because the obligation has moved.
